It is a political move usually initiated by an insecure human resourcer worried about his job. As one for nine years, I can testify about this one — the pressure is horrendous when some manager doesn’t want the fee coming out of his procurement budget.
Expect the argument that there was a mob scene in the employment lobby with “qualified” candidates just like yours. We’ve even had HR types bring in stacks of resumes to court.
